Special Session of Parliament: Addition of a New Chapter in Parliamentary History

The five-day-long Special Session of Parliament commenced from Today, Monday 18. Everyone’s looking for the next move of the Union Government despite the tentative agenda being published by the Government. Opposition and Political Analysts assume some bigger move by the Modi-led NDA Government following their track record. The tentative list of the agenda includes four bills including the highly controversial ECI Appointment Bill also. Apart from the formal legislation business, there is also a discussion held on Monday, on the topic of ‘Parliamentary Journey of 75 years starting from Samvidhan Sabha – Achievements, Experiences, Memories and Learnings’, as per the agenda given by the government.

Buzz for Few More Legislation
There is a buzz in the Opposition Bloc that the government will bring a few other pieces of legislation that are not listed in the agenda. Opposition speculated for other businesses like “Resolution to name India as Bharat”, “One Nation One Election Bill”, “Women Reservation Bill” and legislation on “Uniform Civil Code”.

Shifting To the New Parliament Building
On the first day of the commencement of the Special Session, proceedings will begin as usual in an old building. But on the second day 19 September, on the occasion of Ganesh Chaturthi, the operation and proceedings shifted to the New Parliament Building which was inaugurated by Prime Minister Modi in this year May. On 19 September with a special program in the Historical Central Hall of the Old Building, proceedings shifted to the New Building.

Vice President and ex officio Chairman of Rajya Sabha Jagdeep Dhankad hoisted the National Flag at the New Building in an official program on the eve of the Special Session.

With the shifting to New Building and being of Special Session new uniforms for Parliamentary Staff of both houses have also come. These include chamber attendants, officers, security personnel, drivers, and marshals who will all be seen in new uniforms during the special session.

Union Minister for Parliamentary Affairs Prahlad Joshi announced a special session of Parliament on Social Media Platform X (formerly Twitter) but he didn’t spell out any specific agenda for the session on the day. He posted an announcement on his handle and said “Special Session of Parliament (13th Session of 17th Lok Sabha and 261st Session of Rajya Sabha) is being called from 18th to 22nd September having 5 sittings. Amid Amrit Kaal is looking forward to having fruitful discussions and debate in Parliament.”
